Upcoming School Tax Increases in Pennsylvania as COVID Funding Comes to a Close • Spotlight PA

Press Release: Property Tax Hikes Loom Over Southwestern Pennsylvania School Districts

As the end of the school year approaches, Southwestern Pennsylvania is bracing for a wave of property tax increases across multiple school districts, primarily due to soaring costs and the expiration of COVID-19 relief funding. Major districts like Freeport, New Kensington-Arnold, and Upper St. Clair have already announced tax hikes as they finalize budgets this month.

Gregg Paladina, superintendent of New Castle Area School District, stated, “I don’t want to raise taxes, but I don’t know what else to do,” highlighting the struggle many districts face as inflation outpaces revenue growth. With rising healthcare costs, tuition for cyber charter schools, and general operational expenses, administrators are increasingly considering layoffs, program cuts, and tax increases.

Indiana Area School District, for example, anticipates a 5.2% tax increase to address a projected $6 million deficit that could lead to significant cuts if not approved. Superintendent Robert Heinrich noted, “The increase in costs started to exceed what we were bringing in tax revenue right around COVID.” The district, already grappling with a $69 million budget, plans to prioritize staffing and essential services.

Karns City Area School District is also navigating similar financial strains, instituting a 3% millage increase across three counties to fund special education initiatives. Superintendent Eric Ritzert advocates for reforms in how cyber charter schools are funded, which he believes could alleviate financial pressures on local districts.

Tightening budgets are a shared concern in the region. With more districts expected to follow suit, the impact on local taxpayers and educational programs remains uncertain. As state legislators debate funding reforms, the looming tax increases indicate a critical juncture for school districts facing fiscal difficulties.
