The closures arise from a report by the Department of Corrections, suggesting the aging Rockview prison requires significant upgrades and Quehanna is ill-equipped for higher-risk inmates, with capacity to relocate current residents to neighboring facilities. However, local officials emphasize jobs at stake; the Rockview facility employs 635 and Quehanna 234 full-time staff. Critics also argue that the estimated savings may be overstated due to prior renovations.

Additionally, advocacy groups are pushing for closures based on environmental safety and recidivism concerns rather than purely financial motives. The debate highlights broader issues in Pennsylvania’s corrections budget, which recently increased by over $200 million despite a declining inmate population.

As discussions continue, the future of these facilities remains uncertain, amid the backdrop of job security worries and calls for more comprehensive reform in the state’s correctional approach.
