Paul Miller’s Law Takes Effect in Pennsylvania, Ban on Hand-Held Devices While Driving

PENNSYLVANIA (WOLF) — Pennsylvania has officially enacted Paul Miller’s Law, which establishes strict regulations on the use of hand-held mobile devices while driving. This significant legislation, effective immediately, prohibits drivers from using hand-held devices even when temporarily stopped due to traffic, red lights, or other delays.

Starting Thursday, June 5, law enforcement officials will begin issuing written warnings for violations. As of June 2026, officers will have the authority to issue summary citations for those who disregard the new law. This landmark legislation builds upon Pennsylvania’s existing ban on texting while driving, which already prohibits using mobile devices to send, read, or write messages while the vehicle is in motion.

The law is named in memory of 21-year-old Paul Miller, who tragically lost his life in 2010 due to a collision caused by a distracted tractor-trailer driver in Monroe County. His death ignited a passionate campaign from his mother, Eileen Miller, who has tirelessly advocated for stricter laws surrounding distracted driving.

Eileen Miller’s efforts and dedication have paved the way for this legislation, aiming to reduce the incidence of distracted driving and save lives on Pennsylvania roads. With the implementation of Paul Miller’s Law, it is hoped that the message will resonate with drivers about the dangers posed by mobile device usage behind the wheel. As Pennsylvania joins a growing number of states addressing this critical issue, the focus now turns to promoting responsible and attentive driving habits to protect all road users.
