Former Cambria County Bar Association Director Charged with Theft of $300,000
Johnstown, PA – The Pennsylvania Office of the Attorney General announced on Wednesday that Robin Hagins, the former executive director of the Cambria County Bar Association, has been charged with theft, misappropriation of funds, and forgery. The charges stem from an investigation revealing that Hagins allegedly misappropriated over $300,000 between 2018 and 2023.
Hagins, 56, is accused of diverting funds from the Bar Association for personal expenditures, including cosmetic procedures, vacations, and a timeshare property. Additionally, funds were improperly funneled to Cuddles for Kids, a nonprofit organization established by her family. The investigation found that Hagins lacked any legitimate sources of income to support these purchases.
Attorney General Geoffrey M. Sunday stated, “As executive director, the defendant was entrusted with carrying out the Bar Association’s mission…” He emphasized that Hagins’ alleged misdeeds contradicted the organization’s values and undermined the trust placed in her.
The situation came to light in June 2023 when the Cambria County Bar Association received an overdraft notice from its bank, prompting a thorough review of its financial records. This investigation uncovered multiple overdrafts, unauthorized auto-debits for a Small Business Administration loan, and excessive payments made to Hagins.
In total, fraudulent payments to Hagins amounted to $314,759. A preliminary hearing is scheduled for May 28, and her bail has been set at $150,000.
The Attorney General’s Office is committed to holding accountable those who misuse positions of trust, ensuring that community resources are safeguarded for their intended purposes. The Bar Association is cooperating fully with the ongoing investigation.
