In the frantic call, the female driver identifies Kattouf as the aggressor, recounting how he began "flipping [her] off and calling [her] racial slurs" after a traffic altercation. The incident culminated in Kattouf discharging pepper spray into the driver’s vehicle, prompting the male passenger to reportedly retrieve a gun. The call captures moments of chaos, including Kattouf’s exclamation, "Get the f— out of here!" and the subsequent sound of a gunshot.
District Attorney Fran Chardo decided not to file charges against the shooter, reasoning that the individuals in the other vehicle acted in self-defense under Pennsylvania’s "castle doctrine" laws, expanded to include public areas. Kattouf’s family, however, disputes this decision, arguing that he felt threatened and was merely defending himself.
