The Pennsylvania Department of Transportation (PennDOT) Office of Public-Private Partnerships (P3) is currently accepting proposals for transportation projects from the private sector until April 30. The private sector can submit innovative proposals for PennDOT-owned projects, infrastructure, and services, as well as non-PennDOT-owned assets through the state’s P3 website. Proposals can include new ways to deliver transportation projects across all modes, manage existing programs more efficiently, and provide financing options.
The state’s P3 law allows PennDOT and other transportation authorities to partner with private companies to deliver, maintain, and finance transportation projects. The Public Private Transportation Partnership Board, consisting of seven members, is responsible for examining and approving potential public-private transportation projects. If the board determines that a private company could administer a state operation more cost-effectively, PennDOT would issue a Request for Proposals and start a competitive procurement process as defined by the P3 law.

Transportation entities outside of the governor’s jurisdiction may establish their own proposal timelines or accept proposals year-round.
