Pennsylvania’s Child Advocate Resigns Due to Inadequate Authority to Investigate Abuse, Says Spotlight PA


Pennsylvania’s foster care and juvenile justice systems are failing vulnerable children, leaving them scarred by abuse and neglect. Former foster child turned advocate, Bree Hood, spoke out about the widespread abuse experienced by youth in detention and treatment centers across the state. Despite efforts by former Governor Tom Wolf to address these issues through the creation of a child advocate position, the role did not have the power to effectively investigate abuse complaints and has since been left vacant. Hood and other advocates are calling for the creation of an independent Office of Child Advocate to hold the system accountable. However, opposition from various organizations and lack of legislative action has hindered progress in reforming the system.

Former child advocate, Maryann McEvoy, emphasized the need for an empowered advocate to protect vulnerable children and hold the system accountable. She highlighted the limitations of the current reporting mechanisms and the importance of having a direct line for children to report abuse without fear of retaliation. McEvoy’s efforts to advocate for policy changes were sidelined in the new administration, signaling a lack of commitment to child welfare reform.

Experts in the field suggest that a centralized state system may be more effective in addressing systemic issues and ensuring better outcomes for children. An independent child advocate office within the Office of State Inspector General is proposed as a potential solution to increase oversight and impartiality. However, concerns about resource allocation and administrative burden for overworked staff remain obstacles to reform. Advocates stress the urgency of addressing these issues to prevent further harm to children in Pennsylvania’s child welfare and juvenile justice systems.
