PA’s Voter Registration System Replacement is Months Behind Schedule, According to Spotlight PA


After over a year since the Pennsylvania Department of State canceled a contract to upgrade the state’s voter registration system, there is still no replacement contract in place. The Statewide Uniform Registry of Electors (SURE) system, used since 2003, is outdated and prone to crashing, causing delays and frustrations for local election officials. Pennsylvania officials have been working on securing a replacement contract since 2019, but delays have prevented progress.

Despite Secretary of the Commonwealth Al Schmidt’s promises in March, no new vendor has been selected for the upgrade, and the timeline for finalizing a contract remains uncertain. The prior $10.7 million contract with BPro Inc. was canceled in December 2023 due to delays, affecting the projected completion date for the new system.

Local election officials, familiar with SURE’s shortcomings, have expressed concerns about the system’s complexity and inefficiency. While efforts to upgrade parts of the current system have been made ahead of the 2024 election, officials believe that they will be using SURE at least through the 2026 election. The Department of State has been working on details of a new contract but faces challenges in modernizing the system effectively.

Election directors are hopeful that the Department of State’s restructuring efforts, such as hiring a chief modernization officer, will lead to a successful upgrade of the SURE system. However, the complexities of coordinating between multiple levels of government and unforeseen challenges may continue to impact the project’s timeline. Officials are hopeful that the upgraded system will be in place by the next presidential election.
