Biden grants clemency to judge implicated in Pennsylvania “kids for cash” scandal


On December 12, President Joe Biden pardoned 39 people and commuted the sentences of around 1500 others, including disgraced former judge Michael Conahan, involved in the “kids for cash” scandal in Luzerne County, Pennsylvania. Conahan and his accomplice Mark Ciavarella profited $2.8 million from sending children to for-profit juvenile detention centers. They closed publicly-owned facilities to drive more children to their centers, where they received kickbacks per child. Many children faced unjust sentences under tough-on-crime policies, in some cases leading to tragedy like the suicide of Edward Kenzakoski. Conahan and Ciavarella were eventually sentenced to prison in 2009. Biden’s pardons also included wealthy and politically connected individuals, such as a former city comptroller, a county commissioner, and a healthcare CEO who committed financial crimes. Biden also pardoned his own son, Hunter Biden, for possible past offenses. These actions have drawn criticism from victims and their families, who feel that justice has not been served. Meanwhile, millions of non-violent offenders remain in prison, highlighting the unequal treatment within the criminal justice system. The pardons and commutations highlight the disparity in punishment based on wealth and status, with the working class facing harsher consequences.
