Pennsylvania lawmakers are rolling out a new, substantial recreational cannabis legalization bill that would see cannabis sold in state-owned stores like liquor. The bill aims to include criminal justice and social equity aspects, such as expungement for past cannabis-related crimes and reinvestment into communities affected by the war on drugs. The bill also plans to support minority business owners entering the cannabis industry.
State Reps. Dan Frankel and Rick Krajewski have been deeply involved in crafting the bill, which is set to undergo major debate and potential changes. The bill’s focus on social equity may face challenges with a state-store model rather than private dispensaries. Advocates hope for interest in the bill this session as lawmakers seek to balance the budget.
Responsible PA, a pro-cannabis lobbying group, supports the legalization efforts but emphasizes the importance of a safe and responsible market. The bill includes provisions for public health protections and creating an office of social equity in the proposed Liquor and Cannabis Control Board.
Despite the progress at the state level, cannabis remains illegal federally. However, 24 states, including Pennsylvania’s neighboring states, have already legalized recreational use. Medical marijuana has been legal in Pennsylvania since 2016. Lawmakers and advocates are hopeful for a successful legalization process that prioritizes safety, social equity, and responsible market opening.
