According to the NWS, a band of heavy snow was detected at 3:37 p.m. over Lock Haven, moving southeast at a speed of 30 miles per hour. Travelers on Interstate 80 are particularly urged to exercise caution, as the warning affects the stretch between Lamar and the Lewisburg-Williamsport exits, specifically from mile markers 177 to 199.

- Carroll around 3:55 p.m.
- R.B. Winter State Park around 4:00 p.m.
- Sand Bridge State Park around 4:10 p.m.
