State Government Funds Mass Transit in Pennsylvania Amidst Funding Concerns
The Pennsylvania state government significantly supports mass transit systems in its largest cities, contributing over half of their operational costs. However, recent data from the Commonwealth Foundation reveals that local fares and taxes only accounted for 7.5% of funding for SEPTA in Philadelphia and the Pittsburgh Transit Authority. In comparison, other major U.S. cities like Boston, Chicago, and New York see state funding between 9% and 30%.
In an effort to bolster SEPTA, which is facing severe financial challenges due to declining ridership, Governor Josh Shapiro has proposed a $153 million infusion from federal highway funds. This comes alongside a 7.5% fare increase, aimed at sustaining operations until state lawmakers can establish a long-term funding solution. However, Senate Republicans criticize SEPTA’s budgeting for being unsustainable and detached from reality, asserting the need for prudent financial practices.
Despite recent state aid, which included an $80.5 million package, there are calls for SEPTA to rethink its financial strategies and operations. Senate leadership argues that the agency must address why ridership hasn’t fully rebounded post-pandemic. Meanwhile, House Speaker Joanna McClinton asserts that funding challenges are universal across all state transit agencies, not just in Philadelphia.
Federal support continues, with the Federal Transit Administration allocating $600 million to bolster Pennsylvania’s public transportation systems. SEPTA is set to receive $448 million as part of this initiative, which aims to expand and modernize transit services. Critics, however, suggest that SEPTA should prioritize operational efficiencies over additional state funds, emphasizing the need for a longstanding review of its service routes.
