Pennsylvania state lawmakers, judges, and top executive officials are set to receive a significant salary increase in 2025, thanks to a state law that guarantees them automatic pay raises. More than 1,300 officials, including Governor Josh Shapiro and all state lawmakers and Supreme Court justices, will see a 3.4% increase in their salaries. This increase is higher than the average wage increase for private sector employees in Pennsylvania over the past year.
Governor Shapiro’s salary will rise to nearly $246,000, making him the second-highest paid governor in 2025. Other top officials, such as the Lieutenant Governor, Treasurer, Auditor General, and Attorney General-elect, will also see a significant boost in their salaries. Judicial salaries, including those for Supreme Court justices and 1,000 other judges, will also increase.
In addition, the salaries of the two highest-paid lawmakers and rank-and-file legislators will see an increase, with Pennsylvania lawmakers’ base salary ranking third among states. The salary increase has been gradually increasing over the past few years, with the latest being 3.5%.
This automatic pay raise system has been in place since 1995 and ensures that state officials’ salaries keep up with inflation. While lawmakers and officials are set to receive a substantial increase, there may be some backlash from the public due to the stark difference between their raises and those of private sector employees.
