Trump’s team has not provided an explanation for not signing the transition agreements, but CNN reported concerns about the ethics pledge in the memorandums of understanding regarding conflicts of interest in the White House. Democrats, including U.S. Sen. Elizabeth Warren, have criticized Trump for not following the usual protocol and accused him of breaking the law. Despite not formalizing the transition of power, Trump has been moving quickly to assemble his White House staff and Cabinet, with Cabinet nominees not receiving FBI background checks. Trump’s nominee for attorney general, former Republican Rep. Matt Gaetz, withdrew from consideration amid an ongoing House Ethics Committee investigation into sexual assault allegations.
