Pennsylvania Enacts Law Against License Plate Flippers to Combat Evasion of Traffic Enforcement

Harrisburg, PA – In a decisive move to enhance road safety and tackle automated traffic violations, Pennsylvania has implemented a new law banning the sale and use of license plate flippers. Officially titled Act 150, the legislation was signed into law by Governor Josh Shapiro on November 21 and will take effect in 60 days.

Under the new law, any individual found using or selling these devices, which allow drivers to switch between license plates to avoid detection by speed cameras and tolls, will face a hefty fine of $2,000. License plate flippers, originally designed for decorative purposes at auto shows, have increasingly been utilized by motorists looking to evade identification for speeding, reckless driving, and toll violations.

The urgency of this legislation was underscored by law enforcement’s findings that these devices are being used broadly across the country to undermine traffic enforcement systems. Co-sponsors of the bill, state Reps. Greg Scott and Pat Gallagher, pointed out that when affixed to vehicles, license plate flippers can obscure or alter a vehicle’s plate, greatly complicating efforts to enforce traffic laws.

The Pennsylvania Turnpike Commission has cited significant financial losses due to toll evasion, reporting $105 million lost in September 2021 alone after switching to automatic toll collection systems. "As speed cameras and red-light cameras become more prevalent, there are emerging technologies aimed at evading these safety measures," stated Gallagher, emphasizing the need for legislative action.

This new law reflects the state’s commitment to ensuring accountability and safety on the roads, aiming to deter the use of technologies that compromise public safety and the integrity of traffic enforcement.
