The flow of Canada’s ‘off-the-record’ arms exports to Israel: A contributing factor in the Israel-Palestine conflict

Canada’s participation in the arms deal between the US and Israel has raised serious concerns among experts and human rights advocates. The sale of over $20bn in weapons to Israel, including $60m worth of munitions manufactured in Canada, has highlighted the opaque nature of Canada’s arms export regime. Experts argue that Canada is failing to ensure that Canadian-made weapons are not used in potential human rights violations, as required by law.

The special US-Canada trade relationship, dating back to the 1950s, allows for the permit-free movement of military weapons between the two countries. While Canada joined the Arms Trade Treaty in 2019, it still lacks transparency in reporting arms exports to the US, raising questions about accountability and oversight.

The recent announcement that a Quebec-based company will be the main contractor for supplying munitions to Israel has sparked further outrage among human rights advocates. The lack of regulatory oversight by Canadian officials, as these weapons pass through the US, has raised concerns about the potential for these arms to end up in Gaza and contribute to human rights violations.

Canadian advocates are calling for a reevaluation of Canada’s arms export system and are demanding an end to weapons shipments to Israel. As the US continues to provide military assistance to Israel, despite evidence of the use of American-made weapons in rights abuses against Palestinians, advocates are urging Canada to take independent action to ensure Canadian-made weapons do not contribute to abuses.

Calls for accountability are growing, as advocates argue that both Israel and the US are failing to uphold international and domestic legal commitments in their role in the conflict. It is time for Canada, and other countries, to step in and disrupt the supply chain of weapons that may be contributing to human rights abuses in the region.
